The Naval Surface Warfare Center, Crane Division intends to enter into a Firm-Fixed-Price (FFP), Definite quantity contract on a sole source basis from ALLIANT TECHSYSTEMS, INC., DBA LAKE CITY AMUNITION DIVISION, INDEPENDENCE, MO, CAGE: 1PHL2, in accordance with the statutory authority 10 U.S.C. 2304(c)(1) as implemented by FAR 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements. At this time the Government does not have a complete Technical Data Package (TDP) for these specialized SOST rounds developed by ATK in response to NSWC Crane BAA N00164-08-R-JS14. The initial rounds developed by ATK were proof of concept rounds and a complete TDP was not required. This procurement action will afford the Government to the ability to develop a complete TDP for these rounds. The Government anticipates a follow-on competitive action upon completion of this action. Solicitation will be issued for a quantity of 50,840 rounds of 5.56MM Special Operations Science and Technology (SOST) ammunition packaged in A063 Mil Pack, and 749,800 rounds of 7.62MM SOST ammunition packaged in AA11 Mil Pack. Military packaging required; 5.56MM packaged in A063 Pack which is 1,640 rounds per wire bound box and 7.62MM packaged in AA11 Mil pack which is 920 rounds per wire bound box. Delivery of 1,840 rounds will be required 30 Days after Contract Award with the remaining rounds to be delivered 90 Days after Contract Award and shall be FOB destination, NAVSURFWARCENDIV Crane, IN. Inspection and acceptance will be at destination. A safety survey will be required prior to award of the contract to ensure contractors compliance with the requirements of DFARS 252.223-7002 and 252.223-7003.
