The US Army TACOM Picatinny Center for Contracting and Commerce intends to award, on a sole source basis to Alloy Surfaces, Chester Township, PA a contract for 170,000 M211 decoys and a product improvement effort of the current M211 countermeasure decoy, which shall meet Air Force (AF) environmental requirements. Alloy Surfaces is the current producer of the M211 countermeasure decoy. Technology will be developed to support a countermeasure decoy that meets the current operational requirements and can function at the colder and hotter temperatures required by the AF. The Product Improvement effort will culminate in a critical design review to be followed by a rigorous qualification and test program. Additionally, test hardware will be delivered for the system test and evaluation. The Government intends to award to Alloy Surfaces Company Inc, however all submissions from other interested parties will be considered by the Government. The M211 is built to a performance specification and the Government does not have a technical data package. Any contractors that believe they can meet the performance requirements shall submit their products capabilities to the Government for review.
