The U.S. Army Joint Munitions and Lethality Life Cycle Management Command (JM&L LCMC), Picatinny Arsenal NJ intends to solicit, negotiate and award a sole sole source contract to EXPRO TEC, St. Timothee, Quebec under the authority of 10 U.S.C. 2304 (c) (1) as implemented by FAR 6.302-1 (a)(2)(ii), Only One Responsible Source. This action will procure the triple-base M31A2 gun propellants for the high zones M232A1 Modular Artillery Charge System (MACS). The M31A2 propellant has requirements for the FY08, FY09, and FY10. The basic contract is contemplated to be for an approximate quantity of 2.1M lbs. of propellant in FY08, with approximate option quantities of 2.3M lbs. in FY08, 2.2M lbs. in FY09, and 2.8M lbs. in FY10.
