M734A1 Multi-Option and M783 Point Detonating/Delay Mortar Fuze Market Survey

The U.S. Army Contracting Command (ACC) - New Jersey NJ 07806-5000 (Installation: Picatinny Arsenal), in support of the Office of the Project Manager Combat Ammunition Systems (OPM-CAS), is conducting a market survey to identify qualified sources to produce the M734A1 Multi-Option and M783 Point Detonating/Delay Mortar Fuzes. The M734A1 fuze has four selectable functions: two proximity Height of Burst settings (60/81 PRX and 120 PRX); Impact (IMP); and Delay (DLY). The M783 fuze has Impact and Delay capability and shares many of the same components as the M734A1. The M734A1 and the M783 Fuze can be used on 60mm, 81mm, and 120mm High Explosive (HE) and 60mm and 120mm White Phosphorous (WP) Smoke Cartridges. The two fuzes will be procured under the same contract.

The Offeror must possess the necessary skills and facilities to fabricate and deliver the above components. Potential candidates must have manufacturing experience for similarly complex fuze production. Subject to approval, competition is limited to U.S. and Canadian sources.

The U.S. Government anticipates soliciting for offerors located within the National Technology and Industrial Base (NTIB) for a single award, Firm Fixed Price (FFP), Indefinite Delivery/Indefinite Quantity (ID/IQ) delivery order contract for a basic award of five (5) ordering periods to cover requirements for Fiscal Years (FY) 2015 through 2019. Multiple ID/IQ contracts are not being considered due to Economic production considerations. The estimated quantities to be purchased over the five ordering periods are approximately 439,357 M783 Fuzes and 145,230 M734A1 fuzes. Both the M783 and the M734A1 fuze shall be manufactured to a Government owned Technical Data Package (TDP), drawings, and specifications, which are coded as Distribution Statement D (authorized distribution of technical documents to Department of Defense components and their contractors). The TDP will be made available through the Procuring Contracting Officer upon request, and after submission of a valid DD2345 and signed Non-disclosure Agreement (NDA).

Interested contractors should submit a summary that includes a brief description of the contractor's capabilities to include: parent organizations, name/address/point of contact identification/email address, capabilities, past experience as a manufacturer of fuzes or similar items, monthly production capacity and/or potential capacity, possible partnering/teaming arrangements, or if the company is a large or small business and CAGE Code. This market survey is for planning purposes only and shall not be construed as a Request for Proposal or as an obligation on the part of the US Government.
