The Army Contracting Command-New Jersey (ACC-NJ), Picatinny Arsenal, NJ 07806-5000, on behalf of the Office of the Project Manager Combat Ammunition Systems, intends to solicit and negotiate a sole source firm fixed price contract with Alliant Techsystems Operations LLC(ATK), 4700 Nathan Lane North, Plymouth, MN 55442 for the production of PGKs/XM1156 and Training Devices. This sole source contract is intended to be issued using 10 U.S.C. 2304(c)(1) as authorized by FAR 6.302-1 (a)(2)(ii)(A) and FAR 6.302-1(a)(2)(ii)(B) Only One Responsible Source and no other Supplies or Services will Satisfy Agency Requirements and 10 U.S.C. 2304 (c) (3) as authorized by FAR 6.302-3(a)(2)(i) Industrial mobilization; engineering, developmental, or research capability; or expert services. The anticipated contract will include a base contract year and two option years of production and First Article Acceptance Testing (FAAT).

PGK is a guided artillery fuze that satisfies the need for all weather capability. The Global Positioning System (GPS) guided artillery fuze supports forwardly deployed troops from Operating Bases and Combat Out-Posts. PGK shall be capable of accuracies 50 meters, with a goal of 30 meters Circular Error of Probability (CEP) of designated target location. Product improvements will be incorporated into the PGK production deliverables and may consist of Application Specific Integrated Circuit (ASIC) reduced interconnect modular package reliability improvement, Anti-Jamming (AJ), and elimination of the canard cover.

This planned contract includes all efforts required to manufacture, inspect, test and deliver the PGKs/XM1156 and training devices. Training devices will consist of inert training replicas and cutaways. The base contract will include a production quantity range of 1,500 to 8,000 PGKs. Option 1 will include a production quantity range of 2,000 to 15,000 PGKs; and Option 2 will include a quantity range of 2,000 to 22,000 PGK's. First delivery under this planned contract is estimated to be in the 1st Quarter of FY14.

The period for this synopsis is from 8 January 2013 thru 23 January 2013.
