This notice serves as notice of contract action for the AIM-120 Software Upgrade (SWUP). The 695th ARSS plans to award a sole source contract to design, develop, integrate, test and implement performance enhancements to the fielded AIM-120B missiles. Integrating and testing of the software in fielded hardware requires the use of Government Furnished Special Tooling/Special Test Equipment (ST/STE), which could not be provided to any prospective new source for the AIM-120B SWUP, since these assets are required to continue current production/sustainment and software development contractual obligations at Raytheon Company. A second source software developer/integrator would need to design and qualify new ST/STEs and accompanying test methodologies. The effort would also require access to Raytheon proprietary data. This acquisition is contemplated sole source under authority of Far 6.203-1, Only One Responsible Source and No Other Supplies or Services will Satisfy Agency Requirements (10 U.S.C. 2304(c)(1), to Raytheon Company, 1151 E.
