The Naval Air Systems Command (NAVAIR) plans to award a sole source contract with McDonnell Douglas Corporation (MDC), a wholly owned subsidiary of The Boeing Company, P.O. Box 516, St. Louis, MO 63166-0516, to develop a Retrofit kit for the Harpoon Block IC missile, upgrading it to a Harpoon Block III missile. The retrofit kit will consist of a Weapons Data Link, a Selective Availability Anti-Spoofing Module (SAASM) compliant Global Positioning System (GPS), and an upgrade to the Command and Launch System (CLS) for the Harpoon Missile, which will fit to the current Ship and Air Launch Control Systems to permit integration and operation of a Block III Harpoon Missile System. Tasks for this acquisition require detailed knowledge of the Harpoon Weapon System (HWS) design and operating characteristics. Accordingly, as the sole designer, developer, manufacturer, and integrator of the HWS and related equipment, MDC is the only firm with the unique knowledge, experience, technical expertise, proprietary technical documentation, software/algorithms, facilities and manufacturing services of the HWS design and system architecture. The estimated period of performance for this acquisition is five years from date of contract award.
