The Naval Air Systems Command intends to award a Sole Source, Firm-Fixed Price contract with Raytheon Missile Systems (RMS), Tucson, Arizona, for the refurbishment/upgrade of approximately 813 AIM-9M-1/2 missiles and spare components for sale to Foreign Military Sales (FMS) customers. The USAF and USN will undertake with RMS an “Exchange” Program in accordance with 40 USC 481(c) and 41 CFR 101-46. Under this exchange program, the Government will provide the 813 AIM-9 Up Round (AUR) missile assets which Raytheon will either refurbish and/or upgrade. In exchange, the Government will receive an exchange credit that will be applied toward the procurement of AIM-9X assets. As such, RMS is the only qualified vendor that possesses the requisite technical and engineering capability, in-depth knowledge, data, and experienced personnel capable of entering into an exchange program and fulfilling the aforementioned requirements within the specified timeframe. RMS is the sole manufacturer of the AIM-9M Guidance and Control Section (GCS), Active Optical Target Detector (AOTD) and is the sole source manufacturer of the AUR AIM-9X missile.
