DESCRIPTION: This is a Notice of Proposed Contract Action (NOCA)synopsis. The 657th Aeronautical Systems Squadron Contracting Flight (657 AESS/SYKA) intends to acquire, on a sole-source basis, the production of up to eighty-nine (89) additional C-130J and C-130J derivative aircraft Lockheed Martin Corporation, Lockheed Martin Aeronautics Company, Marietta, Georgia. These additional aircraft are being procured under the C-130J Five-Year Option Contract (FYOC) FA8625-06-C-6456, a follow-on contract to previous C-130J production contracts. The aircraft being procured under this action are for the United States Government and various Foreign Military Sales cases. The five-year ordering period for this contract runs from original contract award (01 Feb 2006) through 31 Jan 2011. The number of aircraft that can potentially be ordered under this contract is being increased from an estimate of seventy-two (72) aircraft to an estimate of one-hundred-sixty-one (161) aircraft (i.e., eighty-nine additional C-130J/C-130J derivative aircraft). The planned period of performance for this contract will run from the date of original contract award (01 Feb 2006) through the end of 2013. Lockheed Martin is the sole designer, developer, and manufacturer of the C- 130J weapon system, and is the only firm that possesses the necessary knowledge, experience and technical data required to perform these efforts. The government does not own the data rights for the system; thus, a complete re-procurement data package is not available. To avoid duplication costs, the government intends to award the effort pursuant to the authority of 10 U.S.C. 2304(c)(1) as implemented by Federal Acquisition Regulation (FAR) 6.302-1. This notice is not a request for competitive proposals. This synopsis is published to notify potential subcontractors that this is anticipated to be a new contract action awarded on a sole-source basis, and to notify industry of this impending action so that possible subcontracting opportunities may be pursued with Lockheed Martin.
