The Naval Air Systems Command intends to solicit and negotiate a Fixed Price sole source procurement with McDonnell Douglas Corporation, a wholly owned subsidiary of The Boeing Company, St Louis MO for the follow-on production of the F/A-18 E/F and E/A-18G aircraft for FY10 -FY13 under a base contract plus one-year options, or other contract vehicle. Approximate quantities of the following will be included in this procurement: FY10, 42 aircraft; FY11, 27 aircraft; FY12, 18 aircraft; and other such quantities authorized by Congress. Foreign Military Sales (FMS) quantities may also be included. This sole source procurement will also include long lead procurement (Advanced Acquisition), Ancillary Mission Equipment, and technical data. This acquisition is being pursued on a sole source basis under the statutory authority 10 USC 2304 (C)(1) as implemented by Federal Acquisition Regulation (FAR) 6.302-1, "Only One responsible source and no other supplies or services will satisfy agency requirements." Boeing is the designer, developer and manufacturer of the F/A-18 and E/A-18G aircraft, and as such, is the only known firm with the knowledge, experience and technical expertise required to produce these aircraft.
