This Request for Information (RFI) is issued by the Air Force (AF) 727 Aircraft Sustainment Group (ACSG), Tinker AFB, Oklahoma for planning purposes only. This RFI does not constitute an invitation for bids, a request for proposal, a solicitation, or a request for quote. The Government will not reimburse respondents for any costs associated with the preparation or submission of the information requested. The primary intent of this RFI is to solicit industry feedback on the viability of the planned KC-10 Communications, Navigation, and Surveillance/Air Traffic Management (CNS/ATM) program. A pre-solicitation notice was posted on FedBizOpps for this planned acquisition on 13 Feb 2008 (FA810608R0005). The KC-10 CNS/ATM program is a much-reduced scope program from earlier concepts known as KC-10 AMP and KC-10 AEP.
The KC-10 CNS/ATM requirement is to provide worldwide airspace accessibility by 2015 for the fleet of 59 aircraft. All 59 aircraft must be completed by the end of 2015. FAA airworthiness certification of the modification is required. AN upgrade of the current Flight Management System (FMS) and Inertial Navigation System (INS) will be required to meet the 2015 CNS/ATM requirements. Attachment 1 contains the CNS/ATM Requirements matrix. Given a planned contract award date of 2Q FY10, the Government is specifically interested in industry?s assessment whether accomplishing both a development and production program in this timeframe is executable. Fiscal reality will require solutions that can be successfully executed within ACAT III program constraints. Assume that OEM data will not be available and that an Associate Contractor Agreements may be required. The Government requests the respondents provide a budgetary cost and schedule estimate based on the total requirments identified in Attachment 1.
