The Government anticipates acquiring Quick Reaction Capability (QRC) configuration unmanned aircraft and subsystem equipment to support two OCONUS deployment sites on an other than full and open competitive basis (sole source) to General Atomics Aero nautical Systems of San Diego, CA. See Note #22.
