The Virginia Department of Transportation (hereinafter referred to as the “Department") is issuing this Invitation for Bid (IFB) to (1) solicit sealed technical proposals and sealed bids from qualified vendors and (2) in order to manage the procurement and suitable competition to eventually execute a Contract through competitive two-step sealed bidding for Bundled Interstate Maintenance Services (BIMS), including the management and delivery of all maintenance services described herein, on the Department’s limited access interstate and primary rights of way.
