The US Army Contracting Command - Aberdeen Proving Ground (Soldier, Chemical, Research & Test), Natick Contracting Division, ATTN: CCRD-NA, Natick, MA, has a requirement in support of US Army PM-Force Sustainment Systems to procure up to 186 Joint Precision Airdrop Systems (JPADS) 2K in order to complete the AAO requirements for this program. Airborne Systems, NA of Pennsauken, NJ, is currently the only manufacturer producing these systems at this time and is the one that can meet the proposed delivery. These systems are currently being deployed in Theater at this time. Given the history of this program along with Market Research that has been conducted by Technical experts, this is the best cost savings for the Government. Having to set-up a First Article Test and a new production line with a new contractor, for such a small quantity, would drastically impede the fielding schedule for deploying troops. This acquisition will be procured under 10 U.S.C. 2304(c) (1) as implemented by the Federal Acquisition Regulation (FAR), paragraph 6.302-1(a)(2), entitled "Only One Responsible Source".
