The Sierra Army Depot intends to issue an undefinitized contract action to Pall Aeropower Corporation, 15040 Ridge Road, New Port Richey, FL 34654 on an other than full and open competitive basis for the non-recurring tasks for engineering changes th at will provide improvements to the EAPS. This effort includes the preparation an ECP and all non-recurring efforts to redesign and integrate the EAPS to a shorter design for the CH-47. This requirement will be procured in accordance with FAR 6.302-1, on ly one responsible source and no other type of supplies or services will satisfy agency requirements. Pall is the designer, developer and sole manufacturer of the EAPS for the CH-47 aircraft and the only known source possessing the knowledge, experience a nd technical data necessary to perform this effort.
