The Naval Air Systems Command is issuing this sources sought synopsis to develop and acquire a Periscope Detection Radar (PDR) capability designated as Automatic Radar Periscope Detection and Discrimination (ARPDD). The ARPDD will replace the legacy Periscope Detection (ASW) mode of the AN/APS-137D(V)5 radar incorporating Government-developed ARPDD technology within the existing radar footprint. The ARPDD will provide the Fleet with a greatly enhanced periscope mode that automatically detects and discriminates submarine periscope/communication/Electronic Support Measures (ESM) mast exposures, with low false alarms, and alerts the operator, to maximize mission effectiveness without degrading legacy radar modes. ARPDD components shall be Commercial Off-The-Shelf (COTS), Non-Developmental Item (NDI), or modified COTS/NDI that have been previously demonstrated in an aircraft environment to the extent possible. The ARPDD system architecture shall align with the DoD Global Information Grid (GIG) and the P-3C AIP weapon system as required to deliver a fully integrated capability, including support for requisite Information Assurance and Net-Ready requirements. In addition, associated ground-based training system and logistics support will be updated to address ARPDD. It is contemplated that a Cost-Plus-Award-Fee (CPAF) contract with a base year and four one-year options will be awarded to develop, integrate, test, and deliver ARPDD, including two Engineering Development Models (EDMs) and four Test Articles (TAs), and options for Low-Rate Initial Production (LRIP) units up to the approved quantity, as well as training, logistics support assets, and technical data as required.
