The Naval Air Systems Command (NAVAIR), Patuxent River, MD intends to award a sole source production contract to Smith Industries, Inc., Smith Aerospace, Inc., 3290 Patterson Avenue, S.E., Grand Rapids, MI 49512-1991 to modify the AN/ASQ – 215 Digital Data Set (DDS) software for the compatibility with the CNS/ATM system as implemented on the CDU – 7000, qualify the revised software for production and retrofit, and update and/or create associated software documentation. The software changes shall include any other pertinent modifications necessary for compatibility such as the TUFF Card II PC Card interface and the development of a faster zeroize capability as available with the TUFF Card II PC Card interface. This acquisition is being pursued on a sole source basis under the statutory authority 10 U.S.C. 2304(c)(1), as implemented by Federal Acquisition Regulation (FAR) 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements. Smith Industries, Inc., Smith Aerospace, Inc. as the sole designer, developer and manufacturer of the AN/ASQ-215 Digital Data Set (DDS), Smiths Aerospace is the only source with the knowledge, expertise and technical data required to provide the required services. The AN/ASQ-215 DDS is non-developmental item produced by Smiths Aerospace for which the government does not have data rights. Please be aware that the Government is not budgeted and has no intention of providing any funding to develop or qualify any products in connection with this effort. While this notice of intent is not a request for competitive proposals, interested parties may identify their interest and technical capability to respond to this requirement and may submit information, which will be considered by the Naval Air Systems Command.
