This announcement constitutes a Notice of Proposed Contract Action. The 330th Tactical Airlift Support Group, Airlift Support Wing, Warner Robins Air Logistics Center(WR-ALC), intends to acquire, on a sole-source basis, C-130J and C-130J derivative aircraft sustainment support including spares, engineering services, data, repairs, and field support, from Lockheed Martin Aeronautics Marietta. Additionally, this contract action will provide the ability to support C-130J international sustainment interests through Foreign Military Sales. It is contemplated that a contract will be awarded in January 2006 for firm requirements with options for 9 years. Lockheed Martin is the sole designer, developer, and manufacturer of the C- 130J, and is the only firm that possesses the necessary knowledge, experience and technical data required to perform these efforts. The government does not own the data rights for the system; therefore, to avoid duplication costs, the government intends to award the effort pursuant to the authority of 10 U.S.C 2304 (c) (1) as implemented by FAR 6.302-1. This notice is not a request for competitive proposals. This synopsis is published to notify potential subcontractors that this is anticipated to be a new contract awarded on a sole-source basis.
