Notice to negotiate a sole-source contract with Lockheed Martin Systems Integration (LMSI), Owego, NY for support in integrating Modular Solo special mission equipment onto the EC-130J aircraft under the authority of FAR 6.302-1 (10 U.S.C. 2304 (c) (1)) (Only One Responsible Source ad No Other Supplies or Services will Satisfy Agency’s Needs). LMSI is the only souce with the technical and proprietary data necessary to insure compatability and interoperability with aircraft systems and is the current EC-130J manufacturer. The contract will provide for the following integration efforts Group A-Plug and Play power, radio frequency distribution and antennas and cooling support system; and Group B-Integration of Mission System Officer/Program Technician, Trailing Wire and Narrow Band Subsystems. The C-130J aircraft was purchased from Lockheed Martin as a commercial aircraft without the data rights to electrical system, structural drawings, and software data normally purchased for government use in maintenance and future modifications. LMSI-Owego is singularly qualified to be the Weapon System Integrator for the Modular EC-130J Commando Solo program due to its integration capabilities and access to C-130J aircraft proprietary data that is essential for aircraft integration and design of Group A components for the Commando Solo/ Modular Solo program.
