Sources Sought Announcement for OA/CW System The U.S. Special Operations Command is seeking sources that currently produce Obstacle Avoidance/Cable Warning (OA/CW) systems that are able to identify both natural and man-made obstacles, to be used in vertical lift aircraft to identify flight hazards to the aircrew. This is not a request for a proposal. It is the intent of this office to develop and procure an OA/CW system that can be installed on several different vertical lift aircraft. Anticipated award date is Jun 03. The prototype system would be expected 12 months after contract award with the first production systems expected 24 months after contract award. 200-300 systems will be required; depending on the aircraft selected to receive this system. The intent of this office is to award a contract to modify an existing system to meet the requirements of the U.S Special Operations Command. The system will be required to be installed and interchangeable across all aircraft without further modifications. The OA/CW system should be MIL-STD-1553 bus and Ethernet compatible, compatible with existing and planned aircraft displays and avionics, built-in test capability, possess high reliability (1000 hours MTBF), and have analog and digital video format. The OA/CW system must be able to operate in adverse weather conditions in all types of terrain and over water. As a minimum, the system should be able to detect a 3/8-inch wire and a 5-inch by 50-foot pole and provide ample warning to the aircrew as to allow them to take corrective action. The OA/CW system must be compatible with aircraft electric systems and should be 115 AC. The system must meet military standard testing requirements as outlined in MIL-STD 461, as modified by ADS-37A, and MIL-STD 810. In order to be involved in additional market research being conducted for this requirement, interested sources must contact the Contracting Office as noted above and provide the following information: 1) Product brochures and/or technical data describing existing or representative systems that meet or exceed the listed requirements. 2) Current production/development status of OA/CW systems in your company. 3) A listing of current users, if any, operating with the identified systems and point of contact information. 4) Current status of your facility?s security clearance: Secret or higher required. Provide CAGE code for verification. 5) A statement as to whether or not your firm would be willing to demonstrate the capabilities of your OA/CW to Government personnel for evaluation.
