The Naval Air Systems Command intends to contract with Rolls-Royce Corporation to procure up to twelve (12) spare T56-A-427 Turboprop Engines to be delivered in FY 03 and to establish options for additional quantities of engine to be provided as GFE in E-2C production aircraft. The authority to permit other than full and open competition is FAR 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements. Rolls-Royce is the sole designer, developer and manufacturer of the T56-A-427 engine and the only source with the required technical expertise, proprietary data and tooling to produce the engines required to meet the Government's needs.
