It is the Government's intent to award on a sole source basis a requirement for repair of the Processor Signal Fire and Flight for a quantity of five(5) each NSN: 1270-01-224-4838, P/N: 7-211E10004-5 or 7281B. Upon completion of Teardown, Test and E valuation, the units are to be shipped to Honeywell International or McDonnell Douglas as Government Furnished Equipment (GFE) for repair. This requirement is in support of the Netherlands Apache FMS program. Authority cited: Statutory authority permitti ng other that full and open competition for this requirement is 10 U.S.C. 2304(c)(1), as implemented by paragraph 6.302-1 of the Federal Acquisition Regulation (FAR) entitled- Only one source or a limited number of responsible sources and no other supplies or services will satisfy agency requirements. The existing unique design capability, engineering skills and manufacturing knowledge by the qualified source(s) requires acquisition of the parts from the approved source(s) only. The approved sources retai n the necessary data, manufacturing knowledge, and or technical data that are not economically available to the government. This acquisition will be awarded to Honeywell or McDonnell Douglas. All approved, responsible sources may submit an offer which wi ll be considered by the agency.
