The Naval Air Warfare Center Division Lakehurst, NJ (NAWCADLKE) intends to procure on a sole-source basis with Smiths Aerospace of Yakima, Washington for part number 2-7584-2, Repeatable Holdback Bars for a quantity of up to twenty five (25). The Holdback Bars are required for shipboard operations. The holdback release bars release the aircraft at launch as a result of strain induced by external tension, which activates the triggers. The required procurement is in support of the T-45 program for both domestic and foreign aircraft. Smith Aerospace is the sole designer and manufacturer of the Holdback Bars, and is the only known firm possessing the knowledge, experience and technical expertise necessary to fulfill the Navy’s requirements. The Government does not own the data rights.NAWCADLKE intends to procure this item under the authority of 10USC 2304 (C) (1), as implemented in FAR 6.302-1. No solicitation package is available for this procurement. All responsible sources are encouraged to submit a proposal, which may be used by the Government in determining whether or not to conduct a competitive procurement within fifteen (15) days of the date of this synopsis. A determination by the Government not to open the requirement to competition based upon the response to this notice is solely within the discretion of the Government.
