The United States Coast Guard (USCG), Surface Forces Logistics Center (SFLC), Icebreaker Buoy and Construction Tender Product Line (IBCTPL), Contracts & Procurement Branch 2, Oakland, CA anticipates awarding a sole source procurement to L-3 Technologies Inc. dba L-3 Henschel for upgrading the various software and hardware subsystems of the Machinery Plant Control and Monitoring System (MPCMS) currently installed on all 175' Buoy Tenders (175 WLM) class cutters. This requirement is for the procurement of software and hardware development, installation and commissioning, integrated logistics documentation, depot and unit level spare parts, integration with the TANONET (proprietary data network protocol) MPCMS Remote Terminal Units (RTU's) and L3 Dynamic Positioning System.

NAICS Code 334513, Instruments and Related Products Manufacturing for Measuring, Displaying, and Controlling Industrial Process Variables applies to this procurement. The Government intends to solicit and negotiate with only one source under the authority of FAR 6.302. No solicitation will be issued. A determination not to compete this proposed contract based on the responses to this notice is solely within the discretion of the Government.
