This is a modification to a previous synopsis (07-14) posted on19 December 2006. The Global Positioning Systems Wing (GPSW) is
more accurately renaming the Architecture Evolution Plan (AEP)
Crew Training Emulator (CTE) to identify the need for a
Positional Training Emulator (PTE).
The GPSW intends to award a sole-source, Cost-Plus-Award Fee
(CPAF) modification to contract F04701-96-C-0025 to develop an
AEP PTE to train incoming Air Force Space Command personnel
prior to fielding of the new AEP Command and Control (C2)
capability. The AEP PTE shall be based on actual AEP mission
hardware and software, modified for training purposes.
The period of performance for this effort shall be for a one
year period in which the first six months the Initial Training
Capabilities (ITC) shall be delivered, and six months thereafter
the Advanced Training Capabilities (ATC) shall be delivered.
The intended source for this effort is The Boeing Company, 5301
Bolsa Avenue, Huntington Beach, CA 92647. The Government has an
urgent and compelling need to field an initial AEP PTE
capability no later than the Summer of 2007 based on 10 U.S.C.
2304 (c) (2) and Federal Acquisition Regulation (FAR) 6.302-2(a)(2).
Boeing is the single prime contractor for the GPS Block IIF
Operational Control Segment (OCS). As the developer of the AEP
system, they are uniquely qualified to develop the AEP PTE.
