NASA/ARC has a requirement for one new Inertial Measurement Unit (IMU). NASA currently owns two IMU models LN-200 manufactured by Northrop Grumman. NASA/ARC intends to purchase the item from Northrop Grumman Navigation Systems Division of Woodland Hills, CA, 91367 under the authority of FAR 13.106-1 (b) Soliciting from a single source. The new IMU is required to interface with an existing NASA system. The currently owned LN-200 has been extensively used on the Hover Test Vehicle. To develop a custom interface using an IMU other than the LN-200 would require substantial cost and labor. The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing only to: Matt Heagy ([email protected]) no later than 4:30pm Pacific standard time on Wednesday February 13, 2013. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon response to this notice, is solely within the discretion of the Government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency.
