NASA/GSFC has a requirement for the purchase of four 10mNms Reaction Wheels withmomentum storage capacity in the range of 5 -15 mNms and power consumption under 1 W forthe completion of multiple project requirements.NASA/GSFC intends to purchase the items from Sinclair Interplanetary of Toronto, ON inaccordance with FAR 6.301-1 (a)(1) - only one responsible source supplies or serviceswill satisfy agency requirements. Sinclair Interplanetary is a manufacturer ofspacecraft components for mini, micro and nano satellites and market research conductedhas resulted in this company being the only known vendor who sells the reaction wheels inthe specified size range as an individual item. Other manufacturers sell a completesystem with wheels included, but do not sell the wheels separately. Therefore SinclairInterplanetary is the only available source. The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform theeffort in writing to the identified point of contact not later than 2:00 p.m. local timeon December 27, 2010. Such capabilities/qualifications will be evaluated solely for thepurpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and opencompetition basis, based upon responses to this notice, is solely within the discretionof the government.Oral communications are not acceptable in response to this notice.NASA Clause 1852.215-84, Ombudsman, is applicable.
