The 187th Fighter Wing (FW), Alabama Air National Guard, has a requirement for an Optimizing Human Weapon System Services (OHWS) program at the 187th Fighter Wing, Dannelly Field, Montgomery, AL, is to reduce the frequency and severity of neck and back pain injuries, reduce duty time lost, improve quality of life, enhance readiness, and support fighter aircrew retention. This program is described as pre-habilitation. Pre-habilitation involves prevention of disability and pain experienced as a result of fighter pilot operations through a program specifically designed to train and otherwise prepare aircrew for the rigorous demands of fighter aircraft. This is a non-personal healthcare services contract, as defined in FAR 37.101. Vendors must complete the attached documentation for providing a proposal. Please review these documents in their entirety for a complete description of this requirement and required submissions for your proposal to be considered technically acceptable. All required attachments, documents, and information stated in the Instructions to Offerors must be included.

This requirement is a 100% Small Business set-aside requirement. The North American Industry Classification System (NAICS) Code is 621340 and the Size Standard for Small Business is $8.0M. The Service Contract Award Wage Determination 2015-4607 Revision 11, dated 21 December 2020, is applicable for this requirement.

The Government intends to issue a Firm Fixed-Price contract for these services (see Evaluation and Award Factors, Paragraph 4) and will consider the base year and all option years for award basis. Award may be made without discussions. The Government does not guarantee funding for any option year at this time. The Government reserves the right to cancel this solicitation, either before or after the response date. Proposals shall be valid until 30 September 2021. PARTIAL OFFERS WILL NOT BE CONSIDERED. PARTIAL AWARDS WILL NOT BE MADE.

Potential offerors will be responsible for downloading their own copy of these documents related to this procurement. Proposals received after 2:00 PM CST will not be accepted. GSA quotes will not be accepted.
