This procurement is set aside for Small Business Concerns Only. The National Oceanic and Atmospheric Administration (NOAA) intends to issue a firm fixed price purchase order. The purchase order will cover dry dock repairs of NOAA Research Vessel GLORIA MICHELLE which is 72 feet long with a homeport of 166 Water Street, Woods Hole, MA 02543.Provide all labor, material and equipment necessary to perform the following (including, but not limited to): Base Items - Drydocking and Routine Drydocking Work, Underwater Hull Painting, Repair Trawlway Piping, Install Generator Set with Keel Cooler, Repair or Replace Lower Stem Mount and Temporary Services. Option Items - Replace Zinc Anodes ZHC-12, Replace Zinc Anodes ZHC-23, Renew Propeller Shaft Packing, and Renew Piping on Top of Stern Rail. The performance period is 15 calendar days, with an anticipated start date of February 15, 2007 and completion date of March 2, 2007. Anticipated award date is February 8, 2007. Site/inspection period is set for January 3-18, 2007. Arrangements to attend site visits shall be coordinated with Andy Hall, Commanding Officer, at 774-392-2746. It is NOAA's intent to conduct this procurement in accordance with Federal Acquisition Regulation (FAR) part 12, Acquisition of Commercial Items, and FAR Subpart 13.5, Test Program for Certain Commercial Items. This procurement is being issued as a 100% Small Business set-aside in accordance with FAR 52.219-6. The NAICS code is 336611 and the small business size standard is 1,000 employees. The simplified acquisition will be issued based on price and price related factors (cost to transit), on or about December 18, 2006 with quotes due on or about January 18, 2007. Quotes may be submitted via e-mail to Sandie Wallace. The RFQ will be issued via electronic posting at Federal Business Opportunity (FEDBIZOPPS) web page www.eps.gov. Hard copies of the RFQ will not be issued. It is incumbent upon contractors to monitor FEDBIZOPS for the release of the RFQ, specification, drawings and all subsequent amendments.
