The Naval Inventory Control Point, Mechanicsburg, intends to negotiate on a sole source basis with Composite Mirror Applications Inc. (CMA) for a 1m carbon fiber reinforced polymer (CFRP) parabolic mirror; mirror will be used at Naval Postgraduate School (NPS) in Monterey, CA. The proposed acquisition is being pursued on a sole source basis because, other than CMA, there are no know vendors producing CFRP mirrors. These services will be procured in accordance with FAR 13. A firm-fixed price type of contract is contemplated for the proposed contract vehicle with an anticipated award date on or about April 28, 2009. Interested persons may identify their interest and capability to respond to the requirement or submit proposals.
This notice of intent is not a request for competitive proposals. However, all proposals received by closing date will be considered by the government. A determination of the government not to compete this proposed contract based upon the responses to this notice is solely within the discretion of the government.
SOLE SOURCE JUSTIFICATION:
This Sole Source Justification is for the negotiation and award of a 1m carbon fiber reinforced polymer (CFRP) parabolic mirror produced by Composite Mirror Applications Inc. (CMA). CFRP provides a very lightweight, but rigid structure, producing a mirror that is less susceptible to distortions from gravity, vibration and thermal changes. Mirrors possessing the lightweight and stiffness provided by CFRP are unique.
Comparable mirrors made from other materials do not meet the same design criteria, are typically more costly and do not possess the overall flexibility provided in CFRP optics. The proposed acquisition is being pursued on a sole source basis because, other than CMA, there are no know vendors producing CFRP mirrors. Sole Source in this acquisition is essential to the agencyââ¬â¢s requirements, thereby precluding consideration of a product manufactured by another company.
