TITLE: GUARDIAN ANGEL COMBAT SEARCH AND RESCUE SONAR SYSTEM
1. The Aeronautical Systems Center (ASC) is soliciting information to identify possible sources to provide side-scan, sector-scan, and diver-held SONAR components. The SONAR components will be used in underwater search and rescue/recovery of personnel and equipment. This SONAR procurement is part of the larger Guardian Angel (GA) program, which is formulated to prosecute Air Force Combat Search and Rescue (CSAR) and Personnel Recovery. New projects beginning in FY08 will include improvements to equipment in the areas of precision aerial insertion, technical rescue, maritime rescue, and CSAR SONAR. This Request for Information (RFI) is issued for informational purposes only and does not constitute a solicitation or commit the government to award a contract now or in the future. Submitting information for this RFI is voluntary, and participants will not be compensated.
2. Respondents should describe their ability to meet or exceed the following objectives. Respondents may offer a solution for any or all side-scan, sector-scan or diver-held SONAR components.
Common System Objectives
Components:
a. Shall be transportable in ruggedized, waterproof shipping containers
b. Shall be one-person, small-boat deployable
c. Shall operate effectively in austere field environments and under conditions of minimal operator dexterity
d. Shall operate on rechargeable power source
e. Shall operate effectively in water temperatures of 32 to 90 degrees and air temperatures of minus 40 to plus 120 degrees
f. Shall operate effectively in both salt and fresh water and in water conditions down to zero visibility
g. Shall have an integrated topside workstation computer with associated software that is interoperable with all proposed SONAR components
h. Shall have locator beacons to facilitate recovery in instances where components become separated from operator or boat
Side-Scan SONAR Objectives
a. Shall operate at frequencies of 600 kHz or higher
b. Shall not exceed 110 lbs.
Sector-Scan SONAR Objectives
a. Shall not exceed 150 lbs.
b. Shall be capable of tripod mounting and allow for both vertical and horizontal scans
c. Shall be capable of employment using a hoist system
Diver-Held SONAR Objectives
a. Shall provide high definition, real time, near video quality images
b. Shall include a mask mounted display
3. Two (2) paper copies should be submitted to the program office as outlined in paragraph 4. Paper copies must be clearly labeled "Proprietary/Competition Sensitive Information" on the cover sheets and, in close proximity to this type of information, on each applicable page. Proprietary/Competition sensitive information will be protected from disclosure. E-mail copies of the paper submittal will be accepted. Respondents should submit a brief description of the capabilities which they have to meet or exceed the objectives listed above. Responses should be no more than 20 pages in length.
