This notice of intent is from the Naval Research Laboratory NRL to contract with Webb Research Corporation at 82 Technology Park Drive, East Falmouth, MA 02536 on an other than full and open competitive basis for 4 ea Slocum Glider - Autonomous Underwater Vehicles AUV with container cart, spare alkaline battery set, spare part/tool kit, RF shore base communications system, dock server and custom sensors. These lightweight vehicles glide through a predetermined pattern using no means of propulsion for increased scientific measurement accuracy and extended deployment duration of up to 50 days and can be easily deployed by two people. Through market research, NRL has concluded that Webb Research Corporation is the only company that offers a commercially available gilder type AUV. The statutory authority permitting this award under other than full and open competition is FAR 6.302-1. Only one responsible source and no other supplies or services will satisfy agency requirements. This is not a solicitation. See numbered Note 22.
