May, 2020 SECTION 1 NOTICE OF REQUEST FOR PROPOSALS Notice is hereby given that Sauk County Highway Department will receive sealed Proposals per specifications until 8:00 AM, April 8, 2020 (“Closing”), for consulting engineers to submit a proposal for improvements on CTH G between STH 23 and CTH B. Proposals should be broken into 4 separate options. Option 1 Raise segment of CTH G from the intersection of STH 23 and ending approximately 1,200 LF west. Option 2 Realign corners just west of Option 1 Option 3 Control Drainage, Realign Curve, and reconfigure intersection with Mercer Rd/Big Hollow Rd Option 4 Control Drainage from CTH JJ north to Horseshoe Rd Sealed Proposals are to be sent to: Sauk County Highway Department Attention: Highway Commissioner 620 Linn Street Baraboo, WI 53913 Contact Information Technical Questions (by email only): Patrick Gavinski, [email protected] SECTION 2 Project Descriptions The Town of Spring Green has struggled with high ground water levels and controlling surface water throughout recent history. CTH G occasionally has water over the road in multiple locations between STH 23 and CTH B. In order to ensure a safe highway system the Sauk County Highway Department is looking to correct the drainage issues along CTH G to eliminate or minimize the impact of ground and surface water from impacting travel. While correcting these drainage issues the Highway Department feels that this would be an efficient time to correct some substandard geomantic issues in the same areas. The Highway Department also wants to document any changes that are made to the system and ensure that proposed changes do not cause additional ground or surface water impacts to the surrounding property. SECTION 3 Proposal Information Your proposal should consider the research and engineering necessary for the complete and comprehensive design of the project and coordination, as necessary, with representatives of the county Highway Department, WisDOT, The owners of adjacent properties, utility owners, and DNR. Your proposal must be focused upon this particular project and must include the qualifications of the personnel that would be assigned to the project, including a project manager, their experience in successfully completing similar projects and their demonstrated ability to work cooperatively with the State, County and local personnel, regulatory agencies, other engineering firms and property owners, and the capacity of the firm to meet all project submittal schedules. Your proposal should estimate the time (hours) necessary to complete the various aspects of the design, and must provide a schedule. Your proposal must describe the experience of your assigned staff in designing Roadway or similar projects, successfully completing all required submittals, adhering to all program schedules and accommodation public and agency concerns. Consultant shall include a cost estimate within a $5,000 range for each option and any cost savings if multiple options are chosen. This design service shall be 100% locally funded by Sauk County. The Sauk County Highway Committee will make the final decision as to which, if any, of the proposals will be selected.
