The Oregon Department of Fish & Wildlife is currently accepting proposals for the attached Request for Proposal (RFP) that will result in a Personal Services Contract (PSK). Attachments: 1) A MANDATORY Request for Proposal (RFP) is attached. You must download the attachment and use the attached RFP to bid on this solicitation. 2) A Sample Contract is also attached. This is optional to download, but shows what requirements will be needed for a Personnel Service Contract with OFDW. The Oregon Department of Fish & Wildlife (ODFW), is seeking a contractor to provide a helicopter,experienced pilot, with licensed fuel truck and driver (if Needed). In order to fly three (3) biologists over selected areas of the Deschutes River to survey Chinook spawning nests. ODFW projects 20 flight hours needed to complete the surveys. ODFW has authorization to conduct wildlife management activities under ORS. 496.012 with related tag issuance under ORS. 496.146 (4). The purpose of this project is to count fall Chinook REDDs(spawning nests) from Pelton Re-regulating Dam (river kilometer 160) to the mouth of the Deschutes River twice during fall 2020,and perhaps an additional flight winter 2020/2021. Redd counts are used, in part, to estimate abundance of fall Chinook returning to the Deschutes River to spawn (escapement). ODFW monitors fall Chinook population trends in the Deschutes River and reports escapement estimates of Deschutes River fall Chinook to the Pacific Salmon Commission Chinook Technical Committee, the body who manages Pacific Coast Ocean and river harvest of Chinook salmon.
