TOWN OF FARMINGTON REQUEST FOR PROPOSALS FOR THE REAPPRAISAL UPDATE OF ALL REAL PROPERTY LOCATED WITHIN THE CORPORATE LIMITS OF THE TOWN OF FARMINGTON, CONNECTICUT, AS OF OCTOBER 1, 2022 The Town of Farmington will accept proposals for professional services from qualified firms interested in assisting the Town as it undertakes to update the values of all real property, located within the corporate limits of the Town pursuant to Connecticut General Statutes. Proposal forms are available at the Town of Farmington Finance Office, 1 Monteith Drive, Farmington, CT between the hours of 8:30 am and 4:30 pm, Monday through Friday, except holidays. All firms wishing to be considered for this appointment shall submit three (3) concisely worded replies based on the criteria, format and requirements set forth in the request for proposals. Submittals must be clearly marked “RFP – 2022 Revaluation Program”, and submitted to the Finance Office, Town of Farmington, 1 Monteith Drive, Farmington, CT 06032-1053 by 11:00 A.M., on September 23, 2021. Any proposal received after said date and time, whether hand-delivered, submitted via U.S. Postal Service, or submitted via any other delivery service, shall not be considered. All proposals must be placed in a sealed envelope. Each proposal shall be submitted with a CERTIFIED CHECK or BID BOND in an amount equal to ten (10) percent of the total amount of the most expensive proposal option submitted. Said check shall be made payable to the TOWN OF FARMINGTON, and shall be conditioned for the acceptance of any award, which will be made under the terms of the proposal. Contract also requires a 100% Performance Bond upon award of contract. Proposals must conform to all Request for Proposal (RFP) instructions and conditions. The TOWN, at its discretion, may reject any non-conforming proposal. The TOWN reserves the right to amend or cancel this RFP at any time if it is in the best interest of the TOWN. The selected firm is required to comply with all provisions of the Civil Rights Act of 1964, the Equal Employment Opportunity Act of 1972, Executive Orders 3, 17, 11246, 11375, 11478 and if applicable, the Connecticut Fair Employment Practice Law. The Town of Farmington reserves the right to reject any, or any part of, or all proposals; to waive informalities and technicalities; and to accept that proposal which the TOWN and ASSESSOR deem to be in the best interest of the TOWN, whether or not it is the lowest dollar cost proposal.
