The U.S. Coast Guard, Surface Forces Logistics Center, Engineering Services Division, In-Service Vessel Sustainment team, has a requirement to procure an estimated five (5) each Anchor Windlass Assemblies, Stock Number 3950-01-F12-2723, Appleton Marine P/N BMD-478, in support of the 225' WLB class Buoy Tender Mid-Life Maintenance Availability (MMA) program. The Anchor Windlass Assembly consists of one (1) each Port BMD-478 Anchor Windlass, one (1) each Starboard BMD-478 Anchor Windlass, and a Common Control System. Alternate part numbers shall not be accepted.  It is the Government's belief that only Appleton Marine, the Original Equipment Manufacturer (OEM), can successfully manufacture these Anchor Windlass Assemblies and maintain form, fit, and function with exiswting equipment.  All engineering and technical data is proprietary to Appleton Marine and not available for release with this solicitation. Therefore, it is the Government's intent to solicit and negotiate with only Appleton Marine. Industry was given the opportunity to submit their capabilities under the Sources Sought notice that was posted on FBO on September 10, 2015.  The Government intends to award a fixed-price Requirements contract consisting of one 12-month base period and four (4) 12-month option periods.  Delivery shall be F.O.B.
