This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued.

McAlester Army Ammunition Plant (MCAAP), McAlester, OK has a requirement to obtain recap tires (Government furnished tires to be recapped). [The descriptions and estimated quantities are listed in this solicitation under the contract line items (CLINs).] A Blanket Purchase Agreement (BPA) for a period beginning approximately October 1, 2010 and ending Sept 30, 2012, will be awarded as a result of this request. There will be no guaranteed minimum quantities purchased. The government will only be obligated to the extent of authorized calls actually placed against the resulting agreement. Prices will be firm and fixed. FOB is Destination on all calls placed on this BPA and prices should include the cost to pick up tires and return them to Building 8 at McAlester Army Ammunition Plant. Awarded quantities will be issued as individual call orders against the resulting BPA. Call orders will also establish deliveries for any awarded quantities. Quantities shown are estimates. Quotes will be multiplied by estimated quantities in the evaluation stage to determine the low offeror.

The award of this BPA will be determined by evaluation IAW FAR 13.106-2 Evaluation of Quotations or Offers and the evaluation shall be decided by the overall low offer bidding on all items with a technically acceptable offer (see FAR 52.0015-4001). Unit prices submitted will be multiplied by the estimated usage figures and the extended prices shall be totalled for an overall low total.
