This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation and a separate written solicitation will not be issued. This solicitation number is
NICHD-17-120 and is issued as a Request for Quotation (RFQ). The solicitation/contract will include all applicable provisions and clauses in effect through Federal Acquisition Circular 2005-95. The North American Industry Classification (NAICS) Code is 334516 and the business size standard is 1000 employees. However, this solicitation is not set aside for small business. This acquisition is being conducted using Simplified Acquisition Procedures in accordance with FAR Part 13. Eunice Kennedy Shriver National Institute of Child Health and Human Development (NICHD) intend to contract on a sole source basis with Xylem (YSI Incorporated), 1725 Brannum Lane, Yellow Springs, OH 45387 to procure the 2900D Biochemistry Analyzer with following items:

The machines and materials will be used for an upcoming research protocol in which the NIDDK will measure insulin sensitivity in patients. The hyper-insulinemic euglycemic clamp is the gold standard for measurement of insulin sensitivity. In this procedure, insulin will be infused at a constant, continuous rate, increasing glucose disposal in muscle and adipose tissue; and requiring infusion of glucose to
prevent blood glucose from falling. Exogenous glucose infusions will be given at a variable rate to maintain a steady state of blood glucose. When steady state is achieved, the glucose infusion rate will equal the rate of glucose disposal in response to insulin. Under these conditions, it is necessary to frequently monitor blood glucose levels (i.e., much more frequently than sending samples back and
forth from a lab); the YSI 2900D Biochemistry Analyzers are necessary for this frequent glucose monitoring. The YSI is a bedside machine, which will analyze the patient's blood glucose levels at 5-10 minute intervals throughout the procedure.
There are currently two YSI 2900D machines at the NIH Clinical Center; these YSI machines constitute a pool of shared resources, and more machines are needed to support the number of research groups performing insulin clamps at this time. There must be at least three machines available for use during each insulin clamp procedure, as there are often timing errors and sometimes machine malfunctions that interfere with accurate blood glucose sample measurement in the 5-10-minute intervals. As it is likely that we will be receiving measurements from multiple YSI machines within clamps, within patients, and within the study, the two YSI 2900D machines requested for purchase must be as similar to the existing two YSI 2900D machines at the NIH Clinical Center. Once purchased, these machines will be added to the shared pool of resources, for other research groups to use.
