This is a combined synopsis and solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The proposed action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302. Interested parties may identify their interest and capability to respond to the requirement or submit proposals. Solicitation number SPE4AX-17-D-9403-ADDS04 is issued as a Request for Proposal (RFP).
The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Regulation (FAR), Defense Federal Acquisition Regulation (DFARS) and Defense Logistics Acquisition Directive (DLAD). The associated NAICS code is 336412. The government intends to add these parts to the current CFM Joint Captains of Industry Contract, SPE4AX-17-D-9403. All terms and conditions of that contract are in full force and effect. See attached list for complete listing of items being added.
All responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency.

THE SOLICITATION ISSUE DATE WILL BE ON OR ABOUT 07/30/2021.  THE CLOSING DATE WILL BE ON OR ABOUT 08/09/2021. SUBCONTRACTING PLAN WAIVED FOR CFM.  IN ORDER TO RECEIVE AN AWARD, REGARDLESS OF DOLLAR VALUE, YOU MUST BE REGISTERED IN SYSTEM FOR AWARD MANAGEMENT (SAM).  SAM REGISTRATION IS AT HTTPS://WWW.SAM.GOV.  ALTERNATE OFFERORS MUST SUBMIT A SOURCE APPROVAL REQUEST (SAR) PACKAGE ALONG WITH A COMPLETED COPY OF THE SOLICITATION IN ORDER TO BE CONSIDERED FOR AWARD.  IF TIME DOES NOT PERMIT EVALUATION OF SAR PACKAGES, THE ALTERNATE OFFER WILL NOT BE REVIEWED FOR THIS PROCUREMENT BUT, IF APPROVED, WILL BE CONSIDERED FOR FUTURE PROCUREMENTS.  THE FINAL CONTRACT AWARD DECISION MAY BE BASED UPON A COMBINATION OF PRICE, PAST PERFORMANCE AND OTHER EVALUATION FACTORS AS DESCRIBED IN THE SOLICITATION UTILIZING THE PAST PERFORMANCE INFORMATION RETRIEVAL SYSTEM (PPIRS).  POINT OF CONTACT FOR THIS PROCUREMENT IS MICHAELA .A.
