The Federal Bureau of Investigation (FBI) intends to negotiate a sole-source, firm fixed price contract under commercial item acquisition procedures with Clear View Communications under Request for Quote (RFQ) E001234, for three (3) Intelimux-universal automatic analogue de-multiplexer (software upgradeable). This equipment performs a hardware based decoding of multiplexed video evidence without having the original multiplexer. This notice will be distributed solely through the General Services Administration's, Federal Business Opportunities (FBO) web site www.fedbizopps.gov. Interested parties are responsible for monitoring the FBO site to ensure that they have the most up-to-date information about this acquisition. Clear View Communications is the sole manufacturer and supplier of the Intelimux and Digtrac video De-Multiplexing equipment. Based on knowledge acquired from the forensic video community, current forensic video periodicals, trade shows, and market research conducted, it has been determined the FBI's requirement for the above listed items can only be provided by Clear View Communications. This notice of intent is not a request for competitive quotations, however, interested parties may identify their interest and capability to respond to this requirement or submit quotes to this office by 3:00 PM, EST, April 27, 2005. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government.
