This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. The Government reserves the right to make no award from this solicitation.
This is a Request for Quote (RFQ) and the solicitation number is 36C26021Q0554. The government anticipates awarding a firm-fixed price contract resulting from this solicitation.
This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2020-05 dated 02/27/2020.
The North American Industrial Classification System (NAICS) code for this procurement is 333249 Other Industrial Machinery Manufacturing. This solicitation is a 100% set-aside for VOSB.
Description of Requirements for the items to be acquired: This RFQ is for Brand Name or Equal: Heavy Duty Lock Stich Sewing Machine, Shoe Patcher, and Shoe Grinder.
Equal products must comply with the product description in the below line items and meet or exceed each of the minimum performance requirements (salient characteristics) and description provided in this solicitation.

All offeror quotes for this solicitation must be received electronically through email to

4. A technical description of the equipment being offered in sufficient detail to evaluate compliance with the requirements in the solicitation.

9. The provision at 52.212-2, Evaluation Commercial Items (OCT 2014)
The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers:
Lowest priced quotation that meets all salient characteristics requirements that is responsive and responsible. A comparative evaluation will be conducted in accordance with FAR 13.106-2(b)(3)
A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer s specified expiration time, the Government may accept an offer (or part of an offer), after its receipt, unless a written notice of withdrawal is received before award.
10. Offerors are advised to include a completed copy of the provision at 52.212-3, Offeror Representations and Certifications -- Commercial Items, with its offer if has not been completed on SAM.gov.
