The Uniformed Services University of the Health and Sciences (USUHS), intends to negotiate, on a sole source basis under the authority of FAR 13.106-4(b)(1), with Buxco Research Systems for an unrestrained, conscious mouse plethysmograph. The unit is necessary to measure the respiratory rate and lung tidal volume of mice in a non-invasive procedure that does not harm the animals allowing for more data to be obtained from the same animal. This item is being procured as a commercial item in accordance with the procedures in FAR 12 – Acquisition of Commercial Items and Far 13 – Simplified Acquisition Procedures. Sole Source determination is based on Buxco Research Systems being the only distributor of the product in the United States. This is not a request for quote. However, all interested parties may contact the Contracting Officer. Responses must be in writing and must be received in the office by 26 July 2006.
