(x) EVALUATION AND AWARD (1) The Government intends to award a firm-fixed price contract as a result of this synopsis/solicitation to the low, technically acceptable, responsive, responsible offeror whose offer, conforming to the solicitation, will be most advantageous to the Government. The Government may (1) reject any or all offers if such action is in the public interest, (2) accept other than the lowest offer, and (3) waive informalities and minor irregularities in offers received. The government may award a contract on the basis of initial offers received without discussion.
