This Sources Sought Notice/Request for Information is being posted to satisfy the requirement under the Defense Acquisition Regulations Supplement PGI 206.302-1(d).  The Naval Surface Warfare Center Dahlgren Division (NSWCDD) intends to award on a sole source basis to L-3 Communications Corporation for the following manufactured products:  Part Number 530-3005-001, 4001 NTDS Type E (Low Level Serial) board.  L-3 Communications Corporation is located in San Diego, CA.

Under the authority 10 USC 2304(c) (1), FAR 6.302-1, the government intends to issue a sole source contract to L-3 Communications Corporation as they are the only source available that sells the required item.  To ensure hardware/software compatibility (form, fit, and function) and demonstrated reliability, there can be no substitute for the 4001 NTDS Type E (Low Level Serial) boards.  The introduction of any other similar product by any other manufacturer is not considered to be in the best interest of the Government in terms of cost and schedule delays.   

This is a sole source notice published for informational purposes only and not a request for competitive proposals.  However, all responsible sources may submit their technical capabilities, which, if received no later than 3:00 PM (EST) on 22 July 2016, shall be considered by NSWCDD.  All responses must be submitted to the government point of contact at the email address shown below. 

Responses must be submitted in writing to the procurement specialist, Andrew Williams, via email at [email protected] no later than the date and time noted above.  Email should reference Sources Sought N00178-16-R-2064 in the subject line.

A determination by the Government not to compete this requirement based on responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
