This solicitation will result in a 100% SMALL BUSINESS SET-ASIDE (SBSA) with a base year and two option years. The NSN is 4010-01-589-2553, Chain Assembly, Single Leg.  The item intended sources are: Wright Tool Company, LLC (CAGE 14846) P/N 22600M and

Alloy Sling Chains, Inc. (CAGE 7S918)  P/N F038.   DLA Aviation may or may not have an approved technical data package for this item.  This procurement is suitable for competitive acquisition; however this item requires engineering source approval by the design control activity in order to maintain the quality of the part.  Any manufacturer, other than those listed above wishing to submit a proposal on this item must submit a complete source approval request (SAR) information may be found via http://www.aviation.dla.mil/userweb/sbo/Source%20Approval%20Requests.docx.

The estimated annual quantity is 850 units.   Contractor First Article Testing applies. The following terms apply: FOB DESTINATION; Inspection / Acceptance ORIGIN.  Delivery for this procurement will be DLA DIRECT (STOCK).   Contractor Test Report delivery is 239 days from date of award (DARO).  Production delivery is 149 days after first article acceptance (DAFAA).    This solicitation includes Procurement Note provision L09, Reverse Auction.  Since a Reverse Auction may be conducted, offerors are encouraged to access the ProcureX system to self-register and review the available training tools at  dla.procurexinc.com to learn more about how to participate in an auction.  Offerors who do not self-register will be loaded at the time of auction by DLA.   Supplier Performance Risk System (SPRS) apply.  Price, Past Performance and Delivery will be equally weighted.  The final contract award decision may be based upon a combination of price, past performance, and other evaluation factors as described in the solicitation.  This request is for a written quote.  Please submit offers in writing.   The solicitation issue date will be 18 February 2020 with a closing date of 19 March 2020.  A copy of the solicitation will be available via the DIBBS Website https://www.dibbs.bsm.dla.mil/ on the issue date cited in the RFP.
