40MM Multi-Shot Grenade Launcher

This Request for Information (RFI) is the initiation of market research under Federal Acquisition Regulation (FAR) Part 10 and is not a Request for Proposals (RFP).  The information provided herein is for information only and is intended to initiate communication with industry in order to assess market potential.  No solicitation document exists at this time. Issuance of this notice does not constitute any obligation on the part of the Government to procure these items or to issue a solicitation.  In addition, the Government is under no obligation to pay for information submitted in response to this RFI and responses to this notice cannot be accepted as offers.  Any information that the vendor considers proprietary should be clearly marked as such.  Responses to this RFI that indicate that all information therein is proprietary or represents confidential business information will be received and held in confidence for U.S. Government use only.

MARCORSYSCOM is conducting a market outreach to identify potential sources for the capability of manufacturing and delivering the 40 mm M32A1 Multi-Shot Grenade Launchers or similar product. The current technical characteristics of the 40mm M32A1 MSGL are as follows:

  • Length, overall (stock collapsed): 25.5 inches (648mm)
  • Length, overall (stock extended): 29.1 inches (739mm)
  • Height, overall: 11.5 inches (292mm)
  • Width, overall: 6.5 inches (165mm)
  • Barrel length: 8.0 inches (203mm)
  • Chamber length: 5.5 inches (140mm)
  • Weight (unloaded): 15.4 lbs (7.0 kg)
  • Weight without sight: 14.6lbs (6.6kg)

In addition to the technical characteristics above, the grenade launchers should meet, at a minimum, the following requirements: 

  1. Can be loaded mission-specific with a variety of 40mm munitions, thus allowing the operator to select the desired round and fire without having to change the weapon load.
  2. All six (6) of its 40mm grenades can be fired in 3 seconds.  The grenade launcher should not require the use of any tools or equipment to load/unload ammunition.
  3. System should be accurate for point targets up to 250 meters and have a maximum range of 400 meters using Low Velocity Grenades. 
  4. Ability to fire all DODIC NATO and Standard 40mm (40x46mm) Low Velocity, Lethal and Less Than Lethal grenades.
     
    Vendors should also be capable of providing the following:
  1. Suggested list of spare parts that would allow sustainment of the Multi-Shot Grenade Launcher for two years.
  2. Special Tools & Gauge Sets recommended for maintainer and armorer support to include Original Equipment Manufacturer (OEM) maintainer manuals. One (1) Special Tool & Gauge Set is to be provided for every ten (10) 40mm Multi-Shot Grenade launchers.
  3. One (1) combined Operator and Maintainer classroom training at an OCONUS location to be determined by the Purchaser. Operator Manual and Maintainer’s manual will be included.

Future procurement quantities of grenade launchers could range between 50 to 100 systems.  Vendors are encouraged to submit responses that may include attributes other than the below if they feel it would benefit the Government.

Responses to this RFI will allow MARCORSYSCOM to identify potential manufacturing/supply sources, and if future efforts can be competitive or Set-Aside for Small Business. Any future contractual arrangement is anticipated to be a Firm Fixed Price  Contract.

Capabilities Statement and Documentation:

Vendors are invited to indicate their manufacturing capabilities and substantiate that they have experience and knowledge in manufacturing items of similar complexity to the 40 mm M32A1. Submissions should include direct and recent information regarding vendors’ in-house manufacturing capabilities. Submissions can be in the form of specifications, brochures, manuals, reports, demonstration videos and other technical data.  Submissions are to include identification of current law enforcement or Department of Defense customers and rough order of magnitude pricing.
