This is a Pre-Solicitation Notice as required by the Small Business Act (15 U.S.C. 637(e)) and the Office of Federal Procurement Policy Act (41 U.S.C. 416) and fulfills the synopsis and advertising requirements prescribed in FAR Part 5 – Publicizing Contract Actions.

This acquisition is for a Definite Quantity Contract for the Cutter Bundle Complete Kit (NSN: 4130-01-460-9419).  The item is considered sole source to DCM Clean Air Products, Inc. (CAGE: 0YBX0), Part Number: 60652.

The solicitation number is SPE8EG-22-Q-0003.  FAR Part 12, Acquisition of Commercial Items and FAR Part 13.5, Simplified Procedures for Certain Commercial Items procedures will be utilized.  The acquisition will be accomplished using Other than Full and Open Competition procedures in accordance with FAR 13.501(a), Sole Source Acquisition.  Price Only Evaluation Factors will be utilized for this acquisition.  Award will be made, as a result of this solicitation, to the responsible offeror, offering the lowest price, whose offer conforms to all of the terms and conditions set forth in the solicitation.

Delivery will be FOB Origin. The Government required delivery schedule is 60 days after date of order.  Buy American Act and Berry Amendment clauses apply.

This synopsis (Pre-Solicitation Notice) should NOT be considered a Request for Proposal, Request for Quote, or Invitation for Bid. The Government is in no way obligated to purchase any material as a result of this notice.

The estimated release date of the solicitation is November 18, 2022. This date is subject to change.
