17. The Directorate of Contracting (DOC), Fort Campbell, KY, has a requirement to
remanufacture, upgrade, and modify E-One Cyclone II Fire Engine Rescue Pumper manufactured by E-One, Inc. 1601 SW 37th Avenue, Ocala, Florida 34474-2829. Pumper is currently out of service due to maintenance issues. The procurement will be conducted on a sole source basis in accordance with the statutory authority of the Services Acquisition Reform Act of 2003 (41 U.S.C. 428a) . The Agency intends to enter into a firm-fixed-price contract with E-One, Inc. The basis for restricting competition is that E-One, Inc. manufactured the original equipment and is believed to be the only source who can perform the remanufacture, upgrade, and modification of the pumper to include providing or manufacturing the repair/replacement parts to be compatible with the original equipment. NAICS code for this procurement is 336120 and the small business size standard is 1,000 employees. This sole source requirement will be procured under Simplified Acquisition Procedures and Other Than Full and Open Competition, and awarded on an Unrestricted basis. THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE OFFERS and solicitation will not be issued; however, any firm that believes it can meet the requirements may give written notification to the Contracting Officer within 10 days from the date of the publication of this synopsis. Supporting evidence must be furnished in sufficient detail to demonstrate the ability to comply with the requirements listed. Responses received will be evaluated; however, a determination by the Government not to compete the proposed procurement based upon responses to this notice is solely within the discretion for the Government.
