The Directorate of Contracting (DOC), Fort Campbell, KY, has a requirement for Repair and Replacement Parts for two (2) Aircraft Rescue Fire Fighting (ARFF) Vehicles, Model Titan V and Model Titan HPR, manufactured by E-One, Inc. 1601 SW 37th Avenue, Ocala, Florida 34474-2829. Parts are required for repair and maintenance of the trucks. A list of required parts is attached. The procurement will be conducted on a sole source basis in accordance with the FAR 13.106-1(b)(1) For purchases not exceeding the simplified acquisition threshold, contracting officers may solicit from one source if the contracting officer determines that the circumstances of the contract action deem only one source reasonably available (e.g., urgency, exclusive licensing agreements, brand name or industrial mobilizaiton). The Agency intends to enter into a firm-fixed-price contract with E-One, Inc. The basis for restricting competition is that E-One, Inc. manufactured the original equipment and is believed to be the only source who can manufacture and provide the required parts to be compatible with the original equipment. NAICS code for this procurement is 336120 and the small business size standard is 1,000 employees. This sole source requirement will be procured under Simplified Acquisition Procedures and Other Than Full and Open Competition, and awarded on an Unrestricted basis. THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE OFFERS and solicitation will not be issued; however, any firm that believes it can meet the requirements may give written notification to the Contracting Officer within 10 days from the date of the publication of this synopsis. Supporting evidence must be furnished in sufficient detail to demonstrate the ability to comply with the requirements listed. Responses received will be evaluated; however, a determination by the Government not to compete the proposed procurement based upon responses to this notice is solely within the discretion for the Government.
