The Naval Surface Warfare Center, Dahlgren Division, Coastal Systems Station, Panama City, Florida intends to issue a sole source purchase order to Mine Safety Appliances (MSA) for the procurement of sixteen (16) Self-Contained Breathing Apparatus (SCBAs). The SCBA is a Type C, pressure-demand respirator system with an emergency air supply of 15 minutes. The SCBA is a PremAire Cadet 15M Respirator manufactured by the Mine Safety Appliances (MSA) Company. Only those articles that have been successfully tested are qualified. Procedures are specified under SS521-AA-MAN-010 U.S. Navy Diving and Manned Hyperbaric Certification Manual. The objective of this process is to verify that the life support system provides acceptable levels of safety throughout the specified operating range when approved operating and maintenance procedures are followed. The intent of the process is to provide maximum reasonable assurance that an accident will not occur and establishes maximum reasonable assurance that the user may be recovered without injury if there is an accident.
